I would argue no- because historical figures have already fully transitioned from person status to figure status before the story was written. there's too many layers of separation between person and end product for it to be the same thing as the usual category of real person fiction.

To me it's less about how the figure is viewed in a general context and more about how they're depicted in the story. If there's an attempt at accuracy to say "this is about the person", it's RPF. if you take their name and some characteristics but it's essentially only a " reference" or "reimagining" of the figure, not rpf anymore

No, at least some of them are real like saber has lived her life as king arthur as it's described in garden of avalon or Iori knowing a version of Musashi in Samurai Remnant and then those real people are collected to the throne of heroes from where they get summoned as a servant and affected by people beliefs and class container so the servants we see are slightly influenced by factors mentioned above but are mostly like their supposed real counterpart outside of FGO bullshit
