I’d say the Revolutionary Girl Utena manga can still be interpreted as a romance between two teenage girls but even in a literal reading of Utena and Anthy being friends it’s still neither a straight romance nor heteronormative.

The manga is about two teenage girls meeting and rejecting their male romantic interests in favour of their platonic relationship with each other. The finale is Utena and Anthy choosing each other and their friendship over everything else and that being the key to both of their freedom. The manga fundamentally chooses the relationship two girls have with each other over their relationships with men.
