As I noted, it's been so long since real police boxes were in operation, that the writers of Doctor Who don't understand that the instructions on that panel refer specifically to that compartment, not the whole police box, which was locked and contained a desk, chair, private phone, field supplies, and kettle.

Listen, I’ve had enough with people complaining about Susan being ‘whiny.’ If I was fifteen and had to leave all my loved ones and go to an entirely different school in an entirely different cultural setting, and then my grandfather kidnapped two of my teachers, I think I would be behaving the same way.
