But also everything is terrible now. So uniquely terrible that you are cruel if you bring children into this world. This uniquely terrible world that terrible in a completely new way. Which is also awesome and so much better than those horrible past times.
I don’t think it’s generally the sane people making these claims; the two groups are allied but not significantly overlapping. (That said, if someone did make both claims, it would not necessarily be incoherent; “The world is bad but not as bad ad it used to be” is a perfectly reasonable thing to say.)
