Np, she's Tsukuyo from Gintama.

The Steins;Gate VN is a lot better than the anime. They cut a out more than half of the details in the anime. Okabe Rintaro gets a lot more characterization because you can read his thoughts. The other leads get their own routes so they get their characters expanded further.

But it's really the sequel, Steins Gate 0, where you get the character development. Just about every character gets 3x more development in the sequel than in the original. More details about some charcter's past are revealed while others change and grow.
