(aws-neptune-alpha): add 1.4.3 engine version on CDK

Describe the feature

I want to know if its possible to add the new engine versions to 1.4.3 of AWS Neptune in EngineVersion.

Use Case

I'm trying to update my cluster to this version, to use the new features of this, like exporting data with a query command in gremlin.
