Checked with a ruler and took screenshots - the circles are completely stationary. The effect is also not generated by the arrows, rather by the oscillating color.
The rings have 1px wide borders that oscillate out of phase with their interiors, and your eyes perceive the phase shifted borders as moving edges. It’s really neat, our optic nerves have specific hardware for edge detection and this gif fools it!
Also if I look away from the gif and stare at a spot, the gif looks really trippy in my peripheral vision. A++
It took me about 15 seconds in to realize what was happening in this vid, but the second I did, I legit came. This is… I got chills and got so much validation for my theories about tap and pretty much any genre of music here…
Tap is probably one of the dance styles that gets the least amount of credit four how badass it is

They’re tap dancing, a kind of dancing typically associated with being old-fashioned and kind of silly. Personally, even tap dancing to old music is awesome in my eyes, but this is on a totally new and exciting level
The thing about tap is that it’s so often seen as a fancy, old-fashioned dainty dance that only posh (and generally white) people do in tuxedos but it didn’t used to be the case.
Way back in the early days, it was where black performers in Vaudeville were legendary for it in Jazz and Jive routines. At about 1:37, this is where the Nicholas brothers go off.
It’s such an expressive and joyful kind of dance and matches so well with hip hop beats and rhythm, which is why the modern reworking of it is so awesome.
Im sure a lot of people also watch the op video and they assume that “clap” sound is part of the music just because a LOT of modern music samples that sound and in some music it is just the sound of hands clapping, but no that is a sound being made by all their shoes at once.
And if I said Megamind is one of the few movies that understands Superman.
And if I said Megamind through its three subversions of Superman shows a deeper understanding that the point of Superman is that he was loved and taught to love by good, present parents, and because of that he is able to return that love to a world even if it doesn’t always accept it, and he is not corrupted by his power, than many other films either subverting or playing the superman story straight.
Megamind has three Superman subversions. One is obviously Megamind himself. He was not raised loved by the world, but rather was loved by those hated by the world. Because he was still raised with love, he does care about other people, hence his character development. But because he didn’t receive wider love growing up, his own is misplaced at first.
Metro Man was not loved growing up in a way that mattered. His adopted father was clearly very absent, and while we don’t know much about his family, their relationship seems superficial. Because of this, his sense of duty to the world is also superficial, hence his boredom.
Hal wasn’t raised with power. He gained it and was shown how to use it by a ‘space dad’ who only taught him power and not love. Hence, he sees it only as a grasping means to an end.
All three of these subversions, in their negative space, create the silhouette of the superhero that they are parodying. That silhouette is of a space child that came to earth and was cared for very deeply by the world, and taught love through his experience of love, and because of that holds fast to his duty to the world. Which is Superman.
