I believe that Vivi is giving here genuine advice to Nami. Her look is softer than the usual Miss Wednesday persona and she’s even blushing.
But since Nami had only experienced the naughty Miss Wednesday and didn’t know the genuine teenage girl underneath ( aka Vivi) she mistook it for mocking.
And that’s why she reacted so annoyed:
