It’s literally a *checks notes* military issue greatcoat. Which EVERY MILITARY SINCE 1900 (when this style gained popularity) has developed and copied and perfected over time.

the head of what is notionally a civilian law enforcement agency is dressing like a military officer and taking part in deliberate setpieces flanked by heavily armed militarised personnel which echoes scenes of german army officers in the various occupations of europe. He is invoking the imagery of military occupation.
yeah the coat is not neutral. It might not be a Nazi cosplay per se but he is definitely trying to evoke a very specific military vibe
not saying he’s not a dork ass loser, but even if he’s trying to cosplay a military officer that does justify generating fear and clutching our pearls
