As it said in the error information, it could not write the Database.ini file in the create/write /var/www/html/tems/core/config folder. It is certainly the permission issue. You may first try to install on your laptop, keep the same name of the database, user and password, then copy the Database.ini to your target machine. See if that works. It will be under the directory where you have installed tems. If the directory is not created, then there is a permission problem. If you find the log directory, you need to check it has the necessary permission so that the software can create file. Lastly, if everything is fine you will find installation.log where you will know where it is failing. Also another note, please avoid using special characters in the DB name, user name and password.
