I used to work in academic publishing and we weren't allowed to accept any works from those countries/regions, either. It doesn't matter if you're a fanfiction archive or a publisher of professional works -- if you're based in the US, you HAVE TO follow this law.

This rule isn't because the people behind AO3 wanted to, or that they necessarily agree with the embargos. It's a legal requirement that they are not immune from.

Like that is not to say that russians slavs cannot experience some degree of conditional whiteness(especially in diaspora) or participate in white supremacy(there are little hitlers everywhere for those with eyes to see), but if whiteness is a tool through which extractive imperialism, colonialism, and super-exploitation are maintained, justified and exported(which it is), then the ‘whiteness’ of your average russian in russia—who sits the furthest from the imperialist seats of power as both a citizen of the imperial periphery and a citizen of a state that continues to be an enemy of the empire—is deeply conditional and easily revokable at best, and functionally immaterial at worst.
