Honestly, I feel like I'm old and mature enough these days that I don't need to know what the kids' new funny number is supposed to mean. Hell, when I was a child, I wasn't well-read enough to understand why 42 was a funny number, and I just shrugged and moved on. There’s actually a lot of history regarding the development writing systems and why there are different visual representations of numerals,
but the short answer is: it’s regional, and you probably picked up how to make your numbers look based on your parents or your primary school teachers
I do it out of spite because in grade school a kids detective story identified the culprit by saying NO American wrote their sevens with a line and I thought that was super flimsy evidence and it made me so mad I started putting a line through my sevens so the fictional detective would be wrong and then kept doing it for several decades since.
Yeah I think I do it in part because we were told not to in primary school once, on the grounds that “we’re not French”.
Also because I prefer how it looks and it makes it easier to distinguish it from a 1
I wrote then without the dash until 2004, when I went to field school for the first time, and site protocol was to cross your 7s, so I started and never stopped.

in some countries it’s normal to handwrite a number 1 with the serif. people who serif their 1s often draw the serifs very long, sometimes to the point that the 1 almost looks like an inverted V.
anyway the 1 with long serif looks a lot like a 7 so people who do the serif 1 generally also do a dashed 7. this is extremely helpful when you’re trying to transcribe someone’s handwritten phone number as the dashed 7 doesn’t look like any other number.
but yeah to my understanding this is just a normal thing outside the Anglosphere.
My 1’s looked like 7’s and then I had my first year of French and went, “Oh look, there’s an easy fix for that!” and never looked back.
when I worked at walmart electronics they had a logbook for tracking all the high value items (laptops, sound bars, stuff like that)
With multiple people handwriting in the same document you HAVE TO dash your 7s and 0s or it turns into a big confusing headache
