Do the stat bonuses from circuits apply only when that element is active?
Or is it just the skills? Like, if I get the focus +X from the heat element, does that apply to the neutral? And vice versa?

Bonuses in the heat tree only take effect while you are in heat mode, same for other elements.
Bonuses in the neutral tree are always active, but you only get half the bonus while in any elemental form.
