My game bugs out when i open the game and instead of having a full window my screen shows all black with the screen shrunk down in the lower left corner

Basically any time i try to open the game on my computer the screen becomes black and the game is only shown in the lower-left corner really shrunk down. How can i fix this?

I've never heard of this issue. Make sure your drivers are up to date. If that doesn't work, then have Steam recheck the game files. If it still doesn't work, then perhaps you could try dgVoodoo.
