Bans can also be given for skin changers, phone number sharing, library sharing, account sharing or changing core files of the game.
Bans that have been issued incorrectly, are usually being removed automatically within few days to weeks.

"Can I appeal my VAC ban?"
No. VAC bans cannot be appealed. If a VAC ban is issued incorrectly it will be automatically removed after investigation, but Steam Support does not manually remove VAC bans applied to accounts for any reason.

the way you worded your post here is like implying this
1) i just recently bought this steam account from a 3rd party website without realizing that it already gotten VAC ban for 669 days from a certain game.
there isn't a need to re-download and reinstall the game when it is all along installed on the steam account totally.

notices that the last time the steam account being logged off is in 1st jan 1970, yet the steam account is being created on 2nd november 2015
Steam was first released on Windows: 12. September 2003. 1970 PCs weren't a thing, Valve nonexistent and Steam not even a dream.
