No, they are still up there was an update for tf2 and it broke the servers. Now they should be fixed and up again.

Do not ask here for unban requests please use the forum.
Also the stranges level up 8x faster on the idle servers than any other servers. It has a downside sometimes steam bans the server for 10-20 minutes and you don't get strange kills during this time.
Also there is a max level for stranges you can level up. You can read about it on the wiki page:

same here my strange bazaar bargain is not leveling up is there a max u can level or what ? also my other strange wepons level up but when they reach a point do they stop leveling up on your server or what ? let my know soon

When on the Idlle server the players on RED get killed they respawn at the place where they died at , could I get that perk/ability ?
