First launch was odd for me, after clearing the tutorial i found out that i have scrambled mess of inputs, x is rb, y is dpadup etc. replugging controller fixed it for me

I can confirm that this problem exists.
I appreciate that you went through the effort of writing a guide for those who can't figure out how to fix it on their own, (as opposed to most people, including me who wouldn't go the extra mile to write a short guide like this). Your guide will certainly help a bunch of people who are new to gaming, so keep it up!

My L2, L1, R2, R1 work on the home page and navigating through the song list but doesn't work in the actual game itself. Does anyone know how to fix this?

It does that because it follows the Switch ordination of the buttons and requires you to change the settings for you to play with the PS symbols. Idk why the tutorial follows the PS order without doing that, though.

I thought I managed to mess something up when I completed tutorial and found buttons messed up after failing a few games.
