This is not Skylines. You have to build it piece by piece from normal streets. By building them on top of each other & using mainly the right lane of a normal road & blocking the left with a sign or the one-way road marking.

But when i press shift, it wasnt to upgrade the road (even if i have same road, it just say that i cant be upgraded)

How did you got that 3 adn 4 lines road???
