"This was the first major battle.

Just like before I wrote in again with a slightly altered message and directly addressed the support member that answered me.
I was asking for someone else to take a look at this because I had zero confidence in this person. This seems to somehow have gotten through to them to deviate from their usual copy paste nonsense.

They believed I was using the support system to report cheating which means that they didnt even understand what the problem I was asking help for was about in the first place.
Now that I had their attention I once again explained the situation.

Before it took about a day for them to get back to me. This next response took 4 days. I assume that meant that the issue was forwarded to someone else who had more of an insight into the situation.
From the response I received this sounded like it wasnt a problem with the Team Fortress 2 party invite system but more so a Steam issue.
They also said that they took action against several accounts tied to this activity. Whether thats true or not I cant tell since I didnt keep tabs on the random bot accounts.

In the end I will consider this a win since I got them to deviate from their standard copy paste ♥♥♥♥♥♥♥♥. A small win."

I just want to make enough of a stink for people to maybe give a ♥♥♥♥ as well as not see the same copy paste ♥♥♥♥♥♥♥♥ message from Steam Support.

The worst cases of griefing/behaviour in game were also accompanied with things on Steam which are responsible for a community ban. TF2 game bans do not exist, and manual VAC bans are extremely rare and generally applied in batch against bots.
The issue is an issue directly with the TF2 client, which can only be solved through a client update. It is annoying but this issue falls into the same category as players who would grief or lock anyone else in game: you can do that as long as you want without consequences as long as it is kept in game.

Steam support generally does not directly take action based on what happens in game. It's not simply a question of caring or not, it's also the fact probably they have no idea of how TF2 works or what that exploit actually does, which explains why they have a hard time understanding the problem.
On top of that as they said, they don't have ways to directly deal with this as contractors.
The only times I see people get community banned is when they do something within the Steam ecosystem itself. I have never been community banned and Valve knows me.
