It’s that time of the year fellas

It's very lucky that Cloud got Zack's memories/was aware that he wasn't a SOLDIER/was "ex" SOLDIER because imagine if, in his confused state, he had looked at himself and went "yep, I must still be an active duty SOLDIER" and just showed up at Shinra tower.

He just sorta shows up at the SOLDIER floor and no one is really questioning it at first since, well, he seems like he's meant to be there. He's got the eyes for it, he's got the strength, he's got the combat skills, and he seems to know what he is doing. If anyone points out that they don't know him he just goes "oh, yeah, you probably wouldn't. I've been on a mission for a long time, had to do some undercover work."

If it weren't for the fact that Kunsel spots him and quickly whisks him away to safety, Cloud might have actually just been adopted into the SOLDIER department. I mean, he's not evening asking to be paid, he's just sorta doing it because he's too confused to stop and think "wait, I'm not on the payroll."
