Here is a pic of my husband's new drum set I just bought him. It's not totally set-up yet. He just wanted to put it together even if he can't play it too much because of neighbors. hehe We live in an apartment, so you know how people can bitch.

Decent drum set.
Have you by chance considered compromising the issue with the neighbours by buying drum brushes instead of drum sticks? They make far less noisy sounds and are more elegant, jazzy.
Alternatively, you can tie pillows on top of the membranes.
Just throwing suggestions, it's a great pity not to be able to blast on a drum set thanks to the neighbours.
