With her deal with the military, Jade has a private beach and ocean sectioned off for herself. She can never leave, unless a monster attack requires her presence, mostly because 15 foot tall radioactive powered kaiju like monster ladies tend to scare the tourist.
So she kills the time by swimming or building sand castles on the beach, or even just listening to music with a specialized headset she requested.

They can, under military supervision, which isn't often.
Again the stigma of being a giant scary "monster".
Parents would most likely visit her when they could. Friends? Depends if they still want to near a kaiju, not many people would put themselves in the way of a "perceived" danger.
