I love Pagan as a villain, he's like the opposite of Vaas and GLADoS, and Handsome Jack. He doesn't mock the main character at all, no matter how many soldiers you kill, no matter how much you destabilize his empire, even with a gun to his head he stays respectful and nice towards the protagonist. In a way, that's even more disturbing than a villain that hates you, kinda like Hannibal Lector. When someone evil likes you or loves you and wants to be close to you, regardless of how your feel, its highly unsettling. A fantastic character and a great piece.

I think it's Pagan's inner peace which is unsettling. The man found his nirwana, and reached his personal enlightenment ages before the game's protagonist. Nothing you do can even scratch the walls of quartz fortress he metaphorically built around himself. Threats, mutiny, death, nothing touches him, because his essence is above this material world. Key question he offers us is: "You suffer, but why?" :P
