Luke was looking in his new gadget given by Maria seeing as it is the city of Mognus, where he was going to investigate the disappearance of two Soldiers navigating in a Lapras:
LUKE: Mr. Lapras, is it true that Mognus has no house and that the whole Pokémon dwelling is in trees with strong trunk that look like living buildings with a nice green?
Lapras smiled for a moment with Croconaw's childlike curiosity, she usually did not even talk to the passengers, and when she did, she was only to hear the wailing of the Soldiers struggling, she missed the friendlier conversations:

Luke looks earnestly into the city and after storing his gadget in Soldier's bag he jumps in the water, Silver to see that he says worried:
SILVER: Luke does not go there, this is no longer a S-level mission, another city was taken without Soldiers to protect it and that's level + SS, we have to go back to headquarters and bring reinforcements.
Luke looks at the city and looks at his scarf, shortly after he speaks without looking at Lapras:
LUKE: I will not let them destroy another city, you warn the base. I'll take care of it, after all you said that there are no soldiers here ... then I'll be the soldier here.
The Croconaw then swift as fast as possible to frozen town, seeing Silver that could do nothing to convince him swiftly to the headquarters to alert Xerneas and Soldiers. It was not long before Luke arrived in the city, the place was completely empty and even the streets had been very snowy leaving most of the buildings exits locked, Croconaw walked cautiously without feeling the energy of Hellstalker and worried to find the person responsible for that freezing.
Luke walked in the ice town for hours until late at night, he did not want to stay on the street in that cold then invaded an abandoned Kecleon store and there he noticed that the merchandise looked still very young and the floor was warm, it meant that it was there who Froze the city had done so very little time and that could still be there.
The Croconaw heard a strange noise through the store very close to where it was as if they dropped something, Luke decides to hide and wait for the Pokémon to catch him by surprise, his shadow was getting closer and closer and finally reached the right angle to The attack the Croconaw jumps from its hiding place showing his sharp teeth of a frightful form only to see a Mareep with a blue tie in the tail when the electric Pokémon saw Luke he began to cry of fear and to shout loudly and the worried Croconaw canceled its movement And tried to calm the Pokémon:
LUKE: Owwwww…. O my god .... I'm sorry, sorry, I thought it was some enemy ... uh
Luke then turned around and saw an Electabuzz that had jumped from a shelf and was about to hit him with Thunderpunch, Croconaw had no way to defend himself because he was approaching very fast and can only make a move of defense by putting his arms in front of the face. Luke was already hoping to feel Electabuzz's punch in his face, but that was when he noticed that Ms. Xerneas brooch was glowing and decided to see what had happened.

I do not know if she is a Hellstalker or at least a Pokémon, but whatever it seems to be some female .... At last she said in a female voice that her name was Frost.

It was not long before they arrived where the survivors were, it was the local town hall that was in a building that looked more like a giant Gourgeist by the rounded shape of the building. Inside as soon as they entered through a window since the door was closed by a lot of snow Marcus gave a shout and many plant type Pokémon appeared.
Luke told each of the Pokémon that they were going to pick up food with him Pumpkaboo, Roselia, Sunflora, Roserade, among many others. Croconaw wondered why Pantud stayed in one corner and suddenly stopped talking to the Pokémon around while Marcus helped Luke distribute the groceries, Croconaw then asked,
LUKE: Marcus, why does not Pantud talk to the other Pokémon?
Marcus then looks at Luke and then sees Mareep in the crouching corner, he then takes a deep breath as if his friend's attitude bothers him and answers the Croconaw question:

Elico spoke smiling and confident, yet his master was not very impressed:
BEELZEBY: HUMF, rejoice for an ice kind to beat grass types PATHETIC! I should have sent her to the Archipelago of Fire for Menes Island, if she had frozen the fire-type Pokémon and the dormant volcano, that would be proof that she is a combat machine, BUT NOOOT, you bother me just to show that she knows steal candy from Mime JR., What do you think I am? A JOKE!!
Even with his glasses preventing the sight of Luxray's eyes Elico knew he was enraged, and so he tried to calm him down so he would not discount his anger on him:
ELICO: THOTHOTHOTHOUSAND forgives General Beelzeby, I summoned him too because Frost managed to beat two Soldiers by putting them to run, is not that a good thing?
Beelzeby growled a little, making Elico sweat cold, and then said in a less angry tone:

The Luxray then leaves the room making Elico be amazed at his words, for he had never seen Beelzeby be nice to anyone. Dr. Elico then kept an eye on Frost's camera and typed in the mechanism his nefarious plan, locate and destroy any living thing that appears in front of the modified Pokemon without mercy or pity.
Coincidentally Frost finds a round trail as if some Pokémon were jumping in the snow, the modified Pokémon then begins to trace the traces to locate and destroy their victims. Meanwhile Luke and the others were in front of the warming fire, at which point a Sunflora and a Roserade approach the Croconaw:
DAHLIA: Thanks for bringing our son safely, he got very attached to Soldier Mareep and wanted to see if he was okay.
ROZER: He left when we were not seeing and that worried us, and when he brought him he was a little bit dirty with snow, but we're still glad he did not hurt himself.
Luke smiles and says,

The grass Pokémon began to panic and argue with each other, Electabuzz became irritated with what Croconaw said and was making satisfactions, Luke then explained everything to Marcus and both decided to change their hiding place. They both rushed out of the hiding place and asked Pantud to guide the grasses to a new place, Luke and Marcus watching to make sure that all the Pokémon would leave the hiding place for the new place Mareep had found.
It was all going well and most of the grass-type Pokémon had already run away with only a few, and it was when surprise the row of grass Pokémon was attacked by a rain of the movement Ice Shards, to the luck of the Pokémon Luke and Marcus realized in time Movement and managed to aid them the Croconaw with their movement Waterfall that created a pillar of water that absorbed the movement of ice and Marcus who used his sacred item to create a great shield.
The grass Pokémon then began to run with full speed, Luke noticed that the Electabuzz was white and shaking a lot and then the Soldier says:
MARCUS: Luke get ready, you're about to face the monster that froze the whole town ...
Luke then looked and saw a quadruped Pokémon with black armor, Croconaw tries to see the aura of the Pokémon with his PK Love without being able to see any aura or at least a sign of life. The modified Pokémon then speaks his goal by running up to Luke and Marcus:
FROST: OBJECTIVE .... TORTURE .... HUMBLE .... ELIMINATE....





Luke is surprised to see that Mognus, the city known for its living constructions, was totally frozen, the mysterious pokémon wearing a strange costume christened Frost is chasing the pokémon of the city and transforming its green landscape into a tenebrous white, what secrets the mysterious Frost Have and what is your goal ?!
