That's quite an interesting question. I guess it would be a duel between additional drag and additional propulsion, with factors like wing shape, strength and flapping style coming into play. Air is a fluid, and if they can work to propel her through it, then I see no reason why it couldn't work for water as well, although perhaps in a sub-optimal way.
