The commissioner ordered his Nevrean character, Maggie, shy librarian lady, with the concept "Technically female but having appearance what male Nevreans show."
As there is more or less quite a lot of misunderstanding or mixing with regards to Nevreans despite the Nevrean race is characterized by distinct sexual dimorphism, I offered some canon-friendly reasoning for her concept;
She didn't lose her flight feathers and got beautiful feathers due to some kind of mutation when she has passed puberty. She still has a bit thick bone, but her talons didn't develop almost, and her beak, teeth, horns are comparatively small and thin naturally. It more makes her look like male Nevrean.
Also, I specified her residence to Gold Ring, towards the later stages of the Rain Calendar, as her occupation is a librarian.

This is rather little known fact; While Nevrean race is known as having a distinct sexual dimorphism, all Nevrean children have no gender difference in both appearance and behavior. When they become adult, they finally show the obvious gender difference at once. In an easy-to-understand example, it's similar to Espurr to Meowstic from Pokémon - Begin as having no gender differences and will get gender differences later.

As the above section describes, male Nevrean children have a muted gray plumage, and female Nevrean children have long wings which are able to fly. After puberty, females will be larger and tougher but lose their flight feathers. And males will have few differences in physical structure, but they change and regrow their entire plumage to that of beautiful feathers, all at once.
About the residence, based on the following reasons; books are basically a rare cultural product that can be seen almost only in the Gold Ring. (For Reono and Shigu, probably in very late stage.) With regard to Native Nevreans, they even don't have written words in their culture. So books would never be seen in Nevrea region, the homeland of Nevrean race. Anyway, it might be said that Native Nevreans could not be expected to choose rich and flexible options for the character biography, as Nevrea region located in the far west has maintained a very formalized and strict social system of their own with only Nevreans for a long time due to the very exclusive and isolated state.
