Andarris was the home city of the Kharrian senate, the gem of its democracy and imperial law. Built as a sister city to the imperial capitol itself Kandil Voien. Although there was often debate that either city contradicted the significance of the other, the sister cities depended on each other for civil balance. Where the emperor ruled in Voien there was Andarris to keep him in check, and when Andarris squabbled in politics, he pressed his senators to some resolution. As Kharria declined however, the relationship between these cities strained, Voineers often accusing Andarrians of being clueless intellectuals, little more than a free city of hecklers to imperial order. Likewise Voineers were seen as drunkards of despotism and militarism, obsessed with pointless border disputes. Without prosperity, the conflicting natures of these cities was now a powder keg.
