As for who Mina belongs to...ehh...I'm not actually sure myself either.
She probably is owned by one of the following:
Karl Boller (the writer who created her while working for Archie Comics)
Archie Comics (the comic company she was created by for use in the Sonic The Hedgehog comics)
SEGA (The company that owns the rights to the entire Sonic The Hedgehog franchise)
As for who Mina belongs to...ehh...I'm not actually sure myself either.
