I see. He married Janoah young before he admitted or knew what he was. As time's gone by they have drifted apart - but they have remained married despite both of them cheating on one another, since it is advantageous to their careers and provides perks. They still love each other, just Rufus not in that way. So they maintain the facade.
Imperium Lupi is a complex and nuanced book and a lot of it is open to your interpretation, but Rufus coming on strong to Bruno and Tomek and various other clues about his many 'betas' hopefully lets the reader know, if they choose to see it, that he is not only homosexual, but is a player.
