Depending on what kind of camera you are using, you may or may not have control over the shutter speed. That is one of the advantages of a DSLR, they give you as much control as you want to all the basic functions in the process of taking a picture: shutter speed, aperture, ISO, etc. On a DSLR, when you want a long shutter speed, you can shrink the aperture to let in less light and/or lower the ISO sensitivity to make each photon of light have less effect on the image brightness. Photography is a constant balancing act of settings to achieve the desired end result.
If your camera doesnt allow you those kinds of options, then there isnt much you can do.

I don't know why FA isn't uploading the info for my photos but I have a Canon T2i DSLR, guess i'll add that to the description. So more then capable of pulling off a shot like that, I just never knew how to do it. i had a much cheaper DSLR before this one but I just used it as a point and shoot and never really took the time to learn how to use it, trying to rectify that now.

Ah, if thats the case, then you should have no problem doing long exposures like this. Look at the settings I used there to give you an idea. Usually slow shutter speed means a lot of light is going to make it in, so you have to suppress that somehow. You can either shrink the aperture thus allowing less light in, and/or you can lower the ISO sensitivity. Lowering the aperture can only go so far though, same with the ISO, so sometimes you just have to bite the bullet and go with a faster shutter speed. There are other tricks, but as far as the basics are concerned, thats it.
