Description:
There was little info about these two but they did meet each other on one day, more specifically during the flood that hit Wyoming. Rocky had been dedicating his work to promoting a clean environment and reusable machinery for his hometown, but he also happened to have developed hydrophobia (fear of water) since the storm that almost drowned him as a child. While he often crafted dozens of boats and floating platforms as well to get around the flood effects, those creations wouldn't always come to save him from persistent watery attacks, only to be saved by locals who were more understanding and forgiving to his consistent situation. Rubble on the other hand, despite his hardworking stance as a builder and a road worker, was instead credited in the British construction industry for only being the son of the persistent soldier who fought in Normandy during the 2nd World War, which frustrated the bulldog enough to move out into the US, but not without the help of his parents who had just moved in Wyoming few years back.

Back on the day that Rocky got caught in the flood once again, Rubble risked himself to save him, prompting large gratitude from the gray dog. Even though it was just yet another ordinary rescue, Rocky could not turn his face away from the kind-hearted bulldog, in comparison to locals understandably annoyed with Rocky's constant flood trap especially on cases beyond his control. Rubble, having observed the current state of Wyoming's flood-prone areas, opted to upgrade flood presentation structures with materials so flexible yet sturdy enough to avoid or at least minimize any physical damage. He as well as helped Rocky improve his craftmanship, as he also realized how barely adequate Rocky's boats and platforms were. Eventually, they formed a duo dedicated to creating an eco-friendly but good quality infrastructure across Wyoming.

Two years later, Rubble and Rocky received an e-mail from one family in Santo Tomas, California. Unbeknownst to the two, the town of Adventure Bay in southwest of Canada was overwhelmingly hit by an earthquake, and its surviving citizens were taking refuge in Santo Tomas. One family in particular was the North family, persuading potential builders and engineers from across the US mainland to help the city build more homes for refugees who wanted to stay longer. The main reason they couldn't get even one in their own city was that local construction groups were summoned to repair the destruction in several towns caused by the temporary Brisa Creek empire, and it had currently been time-consuming due to conflicting interests and setbacks. Rubble and Rocky took their chance and moved to Santo Tomas, but not without permission from their own parents.

Alongside several construction and engineering groups, Rocky and Rubble would spend months building a couple of homes for refugees still wanting to stay in Santo Tomas, albeit with their own fields. While Rocky dedicated to planting flora, establishing an orderly garbage system, installing solar panels and preserving green space for each household, Rubble did most of the work, the most obviously were construction, plumbing, cabling and safety test. But in a first week of June 2022, the two dogs were transferred to a local town near Mt. Tinggala on the North's request, where they would be tasked to build replace old buildings at the lake with new ones to accommodate mostly only recruits staying in the mountain base. However, as they were setting the old wooden manor up for demolition, explosives planted by Rubble got under attack from termites infesting the said manor and prematurely exploded, causing the manor's platform to break apart and slide down into the lake, and catching the two dogs off guard and dragging them down. Once again, Rocky was drowning and still riddled with hydrophobia, but Rubble got himself into the same situation as well due to being caught in a couple of heavy planks, only to be saved by the big and muscular Dalmatian named Marshall.

While Rubble was grateful for such a save, Rocky couldn't resist a new gaze on the Dalmatian and his muscular body, and so followed him till Marshall stepped into the mountain base. Seeing that as stalking and possible trespassing, Rubble ran to try to stop Rocky. Normally, anyone who didn't sign up for the MALAKAS Project would be turned away by guards, but a lean monkey on a wheelchair named "Ryder" recognized both Rubble and Rocky for their direct involvement in a construction project of many homes for Adventure Bay refugees. Ryder offered the two dogs to join the project as he was recruiting members for his new team called the 'PAW Patrol', much to Rubble's hesitance and Rocky's confusion, but Simeon and Samson North were present and quick to acknowledge their efforts in getting the job done, further adding the potential that Rocky could be proactive in promoting an eco-friendly lifestyle while braving the storming waters as a Super Soldier and that Rubble could easily do the heavier work, and not just carrying a big load of materials. Following the annoying amount of persuasion from the North twins, Rubble and Rocky relented.

Both Rocky and Rubble would be trained under Marshall on one of the former's request. Throughout the stay in the mountain base, there were interesting albeit out-of-character details regarding these two dogs. Rocky would make numerous attempts to persuade recruits to turn to an eco-friendly lifestyle via demonstration and promotion, which would take even weeks to fully work as a Recruit, but as the Soldier till Super Soldier, the more failure each attempt tried, the angrier Rocky became, to the point of being forceful, which would be unsurprising when he unknowingly got into fights with some recruits who wanted to do things their own way. Consequently, he turned to develop his own weapon, a heavy magnet gun that could both pull and push heavy metal objects with varying levels of force and shoot lasers through the hole in the middle of the magnet. The said weapon would eventually be upgraded to be more powerful and stronger, but it would end up being literally handheld and controlled with one hand. Rocky would also make himself a spiked-ball mace as a backup, with an upgradable form of a flail. Rubble on the other hand, still hesitant, wanted to do a couple of construction and infrastructure works within the mountain base (if available) instead of physical training. While such an act was out of diligence, it ended up detrimental to his training performance, prompting the PAW Patroller Chase Alsatian to directly help him in training. Rocky would then take an opportunity to craft him a jackhammer whose force varied in automatic hammering and could make a unique level of force that would Rubble bounce off like a pogo stick. And still close to Rocky, Rubble would often arm himself with two sledgehammers upon recognizing physical conflicts the gray dog would unintentionally make.

However, even after having become Super Soldiers, neither Rocky and Rubble seemed interested in instructorship. Instead, Rocky would still try to educate recruits into becoming environmentally conscious, even when some were assigned under him, but such a genuine dedication would be considered irrelevant by the project's higher-ups, otherwise they would have to kick him out which would damage their reputation even in the eyes of the North family. Rubble requested to have less recruits to train in his entire stay as he was committed into infrastructure projects. With Ryder fearing that these two dogs would fare less of a PAW Patroller, Chase and his friend Skye assured that they would directly get Rocky and Rubble in line.
