Meet Ceru the Kobold Dragon! This time in SFW! Again, thanks to

Ceru, short for cerulean, named after the colour of his scales, used to be your average kobold – small, skittish, and way too obsessed with dragons. After the dragon he served was slain by the Queen’s knights he stuck around in his old master’s lair where he stumbled upon an artefact, an obsidian amulet with a purple crystal, granting him various magical powers.
Since discovering the amulet, he has never taken it off and he would never take off his artefact willingly.
He has an anthro dragon form, a kobold form and a feral dragon form. Overall his features roughly stay the same between his different forms.

• Manipulation: (space, matter, mind, gravity to an extent)
Ceru’s artefact presents as a black amulet, made out of an obsidian-like indestructible material, with a purple, amethyst-like crystal in its base form. It stays in this form while it is not being worn or if the user is only using minor transformation spells. Once worn, the amulet can only be removed by the wearer, and if they do so willingly. Any transformation would be immediately undone upon removal.
The amulet has engravings showing a moon and the text 月神, signifying the origin of the amulet‘s powers.
The more Ceru uses the artefact’s powers, the more the amulet gem glows. After a specific threshold and using specific powers, Ceru’s eyes glow in the same colour as the gem. If Ceru performs a particularly powerful spell and during transformations, the engravings glow in the colour of the gemstone.
Artefact – transformed state
When the user’s transformation alters more than just smaller parts of their body, the amulet turns into a latex band/collar with the crystal in its centre. The collar sits tightly against the neck but can be slightly stretched. The collar cannot be removed and is indestructible.
The collar doesn‘t naturally have engravings, however during powerful magic usage, runes glow along the inner part of the band.
