Starting to look a lot more straightforward on the who, though I'm still holding out on a definitive why, though the mayor sure does like using these deaths as justification for the military to move in. He's not denying the shooting, but his claim of attempted mugging sure doesn't seem to hold up when the "assailant's" gun was still holstered.
