Once again the hyox has been caught doin' crimes and forced to do enforced labor community service. Until their sentence ends they're nothing but a lowly COG, forced to comply with whatever orders their superiors for the day give them and undertake all the boring/disgusting/humiliating/etc jobs nobody else wants to do. And to keep them in line they have a shock collar locked around their neck with which their superior can zap them with whenever they step out of line, refuse to comply, or if the supervisor just gets bored and wants to watch them write on the ground for fun for a bit.
