Steve is an old pelican who is a retired military veteran and now a skydiving teacher. He taught Fred how to skydive.
He grew up in southern Alabama in a conservative family, so he speaks with a strong southern accent and is very religious. At age 20, he entered the army because he felt like it was his duty to serve his country. He quickly advanced there and went through the air force and the US marine corps (see his uniform?), where he developed a fondness for the air and specifically skydiving together. He in the end worked his way to the top rank of the marines, major general. After the Iraq war, he retired to focus more on his family and decided to turn his like for flying and skydiving into his new job, by becoming an instructor. To this day, he teaches hundreds of people this sport.

Personality-wise: He's an authoritarian person, he demands to be respected and obeyed at all times. Failure to do so will earn you a loud, and I mean, REALLY LOUD tell-off. But he is also someone who loves to rip jokes, either on himself, other people, politics or whatever he thinks of at the moment. He's someone to like, but you have to bring him the proper respect he demands.
