Second of a short set of art pieces set on the coast of Slige'Ibhri focused on the goblins that live there.
It seems the goblins decided to go out and 'investigate' the ship spotted in the first scene! A large ship could mean any number of delightful prizes - and goblins aren't known for their restraint!
They don their masks and mount their Mon'clags(the giant 'pistol mantis' shrimp here) and dive under the waves toward their prey.
Whatever misfortune brought them within sight of Slige'Ibhri's shores seems like its doubling down! I wonder what prizes they'll drag back to shore...
