Lowry is an entity in a form of a mere detective, yes, but judging by his gravity-defying capabilities, he could be anybody, or anything : ) It's basically a meme originated from MandaloreGaming's video "The Mystery of the Druids: A Bizarre Adventure Game"
As for gif quality, there are several ways to optimize it - usually takes several tries with different ffmpeg flags and options to find a sweet spot

No problem. I realize that "try different settings" is not a very helpful advice, so here are the settings I've been using for my gifs:
ffmpeg -i path_to_dir/%04d.png -vf "fps=24,scale=720:-2:flags=lanczos,split[s0][s1];[s0]palettegen[p];[s1][p]paletteuse=dither=sierra2_4a:diff_mode=rectangle" -gifflags -transdiff -y output_name.gif
You'll have to adjust for your directory names, desired fps, scale etc, of course. Main magic is in "dither" setting - there are several types, and they sometimes produce noticeably different results, so it's a good spot for experiments
