Yeah, he will go on duty even while in his feral form. This version of him has nano machines flooding his body giving him his usual spells and abilities but in a sci-fi setting. These also allow him to interface with the computer systems without needing to type. Think how the human looking Cylons access their ship's computer, minus the liquid medium.

He's the only one of his race in Starfleet since the rest are in a very distant galaxy.
