Do you happen to have the free program called GIMP? If you're using Windows (XP with SP-3 or later), you can get it here:

It does have a easy enough tool for resizing images. On the menu bar at the top, select "Image", "Scale Image...", and then you can select how you want to scale it by (pixels, percentage, etc). There is a little button next to the image dimensions that you can choose to link the two together (height and width) so that as you change one, the other also changes while keeping the same aspect ratio.
I recently got that program to try, though I normally use Microsoft Office Picture Manager to resize my images (it comes with Microsoft Office) since it can do that much quicker than GIMP (better/easier/common size options, IMO).
Anyway, I thought I'd suggest that as a free option for you that might be of help (I have no connection with that program, I just know of somebody else was using it, so I got it to try out). I hope it might be of some help.
