I think that it would be better for 14+ years old.

There are some pretty deep truths in this book that would definitely mean more to them when they are older. The book is quite complicated in terms of the alternate-reality, and all of the information in the first book could bore a 10-year old with the average patience of a child their age.
There is also violence, too, which could be a bit much for a ten year old. Although, some of it might go over their heads.

Like I said before, I believe it would be better to wait until the kid is old enough to truly appreciate the deep truths and meanings throughout this book. Of course, every child is different, so if they are more mature than average, and you know that they would understand, by all means! This book is a truly magnificent read!

Also, in terms of the romance, yes. Yes, it is appropriate. Nothing more than a possible kiss that may have happened (I can't exactally recall if they kissed or not, but I think they did). The story kind of revolves around the Great Romance of Elyon and His people.
