DB Parameter Group is a container for database engine configuration values that are applied to one or more DB Instances. If you do not supply your own DB Parameter Group, then RDS instance creates a default one for you. If you create multiple RDS instances for the same database engine and version, this default DB Parameter Group will be used for all the RDS DB instances for that given database engine. The default DB Parameter Group contains database engine specific defaults and AWS system defaults based on the DB instance class and storage size that you specify at the time of launch.
