 I. INTRODUCTION
In this age of advanced technologies of operation, no one is left behind from using high
technologies to make works or complex activities easier. Computers, specifically, serve as a
general service tools and weapon in the field of information retrieval and operations.
Computer-based information retrieval operates through the use of software that can offer
information services for an institution or organization. It is powerful and convenient builder
for simultaneous growth in society and industries.
As one steps into the portals of another age, a new demand for new level of
information arises. Planners and policy makers in the government and the private sector
including the academe and research institutions rely heavily on the information available.
The shift in the demand for national and regional-based statistics to small-area statistics
grows with time as projects are more focused on countryside development and across
sectors.
In recent years, local government planners focused their development plans across
sectors in the community to maximize the use of resources. Thus, the need for detailed
small-area statistics also rises as data input for situational analysis, planning and project
identification to meet the need of families requiring priority action and attention.
An information service provides a way to electronically access, retrieve, and
transmit that information. Poblacion Central is one of the 13 barangays of Kapangan,
Benguet. Its population as determined by the 2015 Census was 1,652. The barangay, due to
its condition of using the manual-based process, developing a Barangay Information System
to provide the needs of the barangay in storing and maintaining its records and in
preventing redundancy of work. This
Information System (IS) would greatly help in simplifying and fastening the works
of the staffs in the barangay.
II. BACKGROUND
Poblacion Central is a barangay in the municipality of Kapangan, in the province of Benguet.
Its population as determined by the 2015 Census was 1,652. This represented 8.53% of the
total population of Kapangan. The system used by the officials from Barangay Central in
Kapangan is a manual-based process for all services to its constituent. The staff encountered
difficulties and long procedure in retrieving, recording, computing and processing. Most
works will take time to finish.

based process for all services to its constituent.
Here are the problems mainly encountered:
 The barangay usually kept their data hand-written on paper, finding such records
will take a lot of time.
 Hard copies of records or documents may be lost due to such events or happening
that may happen.
 Updating records of the barangay will take time to complete, hence the secretary
will need to find it first one by one and the update it.
 Most works will take time to finish.

This system, a system with database, which is capable of handling numerous records from its area,
including the census and demographic profile, the history of the Barangay and land area, the elected
barangay officials, the economy and religion. It will be responsible for storing all data that can be
gathered. It also has the ability to generate reports in hard and soft copies if needed.
Computerized Barangay Information System maintains the barangay’s resident’s records as
complete and up-to-date as possible and as easily accessible for verification, monitoring and
reference purposes based on the available residents’ census data kept by the barangay.

III. PROJECT DESCRIPTION

A. OVERVIEW OF PROJECT
There are many functions this information system can do:
 Manage household and resident records which can be updated anytime
 Add schedules or events for the barangay to follow
 Generate certificates and issuances with default templates
 Store all informations available in the barangay
This Barangay Information has 3 different applications that has its unique features
and usability. All of the systems are connected to each other especially in the
database.
Console Application-Based

This app will be usable with low spec computers. It has the capability to store
information to database only and in offline mode

 Desktop Application

It has all of the functionallity of an information system.

 Web-Based Application

It the same with the desktop application but this one can have a server that has an
uploaded website which can be accessed by anyone with accessibility and with
internet connection. It has a functionality of registration of members and roles.

B. GOALS AND OBJECTIVES

 To help the barangay in monitoring its activities and other informations.
 To help the barangay in maintaining the records of its residents.
 To help the barangay in developing in its security of informations.

IV. BUDGET OR SUPPORT

A. BUDGET ALLOCATION
i. Personnel, including any Assistants(depends)
For this project, it needs personnel that has knowledge on computers knows
what he/she is doing. The may or may not train personnel to do the job.
ii. Equipment and Supplies
1. Computer Package (P10 000 – P20 000)
This includes all of the needed equipment or materials for a
computer such as the monitor, keyboard, mouse and the system unit.
This information system doesn’t require a high spec computer to
function.
2. Internet Connection (P2 000 – P5 000)
This barangay information system has a website, mobile and desktop
applications. Internet connection will only be used in updating the
website.
If there are many staffs managing for this system, an internet
connection is needed for the database to be synced.
iii. Travel of Staff (P500)
For the group to propose the system to the client, this is the cost for the back
and forth travel.

iv. Space
The need of space may need on the number of personnel working in the
barangay information system. Each personnel may require a space of 40
square feet.

Barangay Information Systems simplifies the works of the barangay in doing their work. We thank
