Thesis Proposal: Suitable Location For A New University in Los Angeles

Using GIS techniques and Network Analysis

Chontanat Suwan

Introduction

This analysis was aimed to find the most suitable site for a new university in Los

Angeles County. The Network Analysis was deployed. The analysis was modeled by

considering the 15 minutes service coverage area based on the universities data layer and

the demand points layer. Ages of demanded population between 20 and 34, which are the

most possible range of population age that would attend to university, were taken into

account. Location-allocation and Service Area Analysis Tools were employed to determine

the location best fit for the new university in the area.

There are various types of network analysis research. Some of them are based on

multi-criteria decision analysis (MCDA). It considers multiple conditions or variables in the

area of research or environments as well as is then evaluated in making decisions.

Objective

Network analysis is a spectacular geographic information system tool that provides

network-based spatial analysis. This research intentionally dynamically analysts model

realistic network conditions to illustrate and simulate visually a specific site on the base

map, also on an interactive map using web-based mapping which consists of other

informative layers.

Question

This analysis is about running network analysis and reducing parcels of Los Angeles

County and for finding a suitable area for locating a new university in Los Angeles County.

This will be model 15 minutes service coverage in the LA area based on the universities

data layer and the demand points layer. Location-Allocation and Service Area Tools will be

deployed to determine which location would be best for a new university.

Data

• ESRI Data 2013 (T:Drive)

• Street map of California

• Census Tracts

• CASIL (T:Drive)

• Facilities — Universities

• Parcels (T:Drive)

• Parcels of California

• DEM

• Zoning Layer

only/

Methodology
• Data Preparation

• Clip all data layers out by using Los Angeles county (Streets, Universities, Parcels

and Tracts) using Clip tool.

• DEM: Mosaic six DEM layers of Los Angeles layers together using Mosaic (Data

Management) Tool — DEM will be used to create a raster layer for executing

elevation by using map algebra expression in Raster Calculator Tool. Then, a raster

layer with two classes, above 430 meters and below 430 meters will be generated.

In order to remove all parcels on elevation over 430 meters. Otherwise, be used to

create a slope for removing unattended parcels.

• Universities data layer will be used to select a set of polygons that universities

located in using Select By Location in order to calculate average size of all university

parcels — initial size for proposed locations.

• Parcels data layer will be diminished the amount by executing the areas, which are

around the average size of university parcels.

• Census tracts is going to be used to create a tracts demand layer. This analysis

would focus on ages of populations between 20 and34.

• Zoning data layer might be used to condition parcels, which are in unsuitable areas

for locating a new university.

• Data Analysis

• Network Dataset for streets of Los Angeles County chosen.

• Run Location-Allocation Analysis; maximize attendance to determine the demand

weight decreases in relation to the distance between the universities and the

demand points.

• Run a Service Area Analysis to find service areas around a specific location and

encircle all accessible streets with a specified impedance (time to reach

destinations), also see how many populations (age 20-34) are in a new location.

Results

The outcomes after running methodologies should exhibit an actual area of the new

university with the coverage of 15 minutes service area around the suitable area. This is

the location where it reaches the highest facility demand in which is different depending

on the size of coverage of 15-minute service area. For the visualization on interactive

map would perform information of individual layers as such the amount of population

(age 20-34) with a polygon by hovering. Performing of generic information all over LA

County, for example population density using choropleth map, clickable markers of

existent universities with tags, accessible routes layer within layer control, etc.
