1. INTRODUCTION
The Auto Change Over (ACO) system provides automatic switch over from one supply to another when the first
supply becomes unavailable. It can be set to automatically restore the original network configuration when the
supply on the first source is restored.
2. SYSTEM LAYOUT
The system consists of two OSM reclosers and two RC10 controllers mounted back to back with the Load
supplied from a point between the two reclosers. A Communication link is required between the two recloser
controllers.
The diagram below details two sources as well as the general configuration for the ACO scheme.

3.1.1. Mode
Mode defines the method of restoration when switching from the alternative source back to the main
source. The user can select “Break Before Make” or “Make Before Break”.
• Break Before Make
Before switching to the main source, the ACR supplying the load from the alternative source will open.
The main recloser then waits for the user set “ACO Time” time before closing to restore the supply to the
load. When this mode is selected, the connected customers will experience a short outage when the
supply changes from the alternative to main source. To ensure the ACR cannot close onto an energized
load, the recloser checks the load side bushings are dead before permitting a close.
• Make Before Break
The ACR connected to Main Source will close first and then the ACR connected to the Alternative
source will open. “ACO Time” is the time between closing of one and opening of another recloser. When
this mode is selected, the connected customers will not experience an interruption during the switching
from Alternative back to Main source.
WARNING! “Make Before Break” mode must be used only when Main and Alternative sources can be interconnected.
3.1.4. ACR
The local recloser is referred to as “This ACR” and the corresponding recloser is referred to as the “Remote
ACR”. The user can set the source designation on a recloser to Equal, Main or Alternative (Alt). The status of
each recloser is displayed (Open or Closed).
There are only two possible configurations for the source designation in an ACO scheme: Both reclosers set to
Equal or One set to Main and the other to Alt. It is not possible to have one recloser set to Equal and the other
to Main or Alt.
• Equal
There is no preferred source when both reclosers are set to Equal. In this case, the supply of the load
will always stay with the healthy source. When Equal is selected on a recloser, the Equal source
designation will be “pushed” onto another recloser when ACO is turned On.
▪ Main
Either recloser can be set as the “Main ACR” and it indicates the preferred source. The corresponding
recloser is set as the alternative ACR. In this configuration, the loss of supply on the main feeder will
result in switching to the alternative source. On restoration of the supply on the main feeder, the system
will change from the alternative source back to the main source. When Main is set on a recloser, the Alt
source designation will be “pushed” onto the other recloser when ACO is turned On.
▪ Alt
It indicates the alternative ACR. If one of the reclosers is set to Alt then the other must be set as the
Main. When selected, the Main source designation will be “pushed” onto the other recloser when ACO
is turned On.
Notes:
• For single triple switchgear, the ACR is healthy if the single triple mode is set to 3 Phase Trip/3 Phase Lockout.
• Please refer to Section 5.1 for a complete list of Unhealthy messages.
If the source supply parameters are within the specified range of the selected elements, the Source Health will
be reported as OK. When the source supply parameters move outside the specified range for the selected
elements, the Source Health will be reported as FAIL. Refer to 4 Protection Configuration for more details.
Note: Source Health will be reported as “Fail” if Protection is turned Off. Time for recognition of “Fail” state of source health at the initiation
of ACO is 100 ms. Time for recognition of “Fail” state of source health at the restoration of supply is the time of the appropriate
detection (protection) element.
From here the user can change the ACO fields as required. When “OK” is selected, a confirmation box will
appear. Upon confirming the changes, a dialog box with the message “ACO Settings Downloaded Successfully”
will be displayed.
4. PROTECTION CONFIGURATION
The Auto Change Over algorithm utilises the Protection Elements to determine if a source is Healthy or Not
Healthy and triggering the change over from one source to another.
4.1. VOLTAGE AND FREQUENCY PROTECTION ELEMENTS
The following protection elements can be used to monitor the source health:
UV1 Phase Under Voltage
This element responds to three phase positive sequence voltage falling below a user set level.
UV2 Line to Line Under Voltage
This element responds to a voltage drop across any two phases.
UV3 Loss of Supply Under Voltage
This element opens the recloser in response to a loss of three phase supply.
This element must be enabled for ACO.
UV4 Sag Voltage Sag Protection
This element responds to a voltage sag condition within a user defined window
OV1 Phase Over Voltage
This element responds to three phase positive sequence voltage rising above a user set level.
OV2 Line to Line Over Voltage
This element responds to a voltage rise across any two phases.
OV3 Neutral Displacement Overvoltage
This element responds to neutral overvoltage.
OV4 Negative Sequence Overvoltage
This element responds to negative sequence overvoltage.
UF Under Frequency
This element responds to frequency falling below a user set level.
OF Over Frequency
This element responds to frequency falling below a user set level.
To configure the parameters for any of the above elements e.g. tripping time, voltage multiplier or pickup frequency
go to “Main Menu - > Group Settings - > Group 1…4 - > Protection Settings - > VE/FE”.
Selected elements must be set to Reclose (“R”) or Lockout (“L”) in the Reclosing map for Voltage Protection
Elements (“ARVE”) and/or Frequency Protection Elements (“FE”). The ACO scheme requires at least the Under
Voltage element, UV3 to be enabled (set to Lockout or Reclose).
Protection elements must also be turned On in the Global Protection Screens (“Main Menu - > System Status ->
Protection -> Page 1/2/3”):
Notes:
▪ When ACO is enabled, the voltage and frequency protection elements can still trip the recloser but the recloser will
not go to lockout and a reclose is not permitted.
▪ Normal protection timings as configured in group settings still apply when ACO is enabled e.g. UV1 and UV3
tripping times.

Note: The System frequency is detected automatically by the RC10 when it is first installed and powered up.
Parameter Description
Peer to Peer This field is used to Enable or Disable the P2P protocol. P2P must be enabled in both
controllers.
Comms Port Any communication port may be used for P2P as long as the communication port on each
controller is configured for the same communication medium.
Update Rate This is the rate of communication (in seconds) between the two controllers and it can be a
numeric value between 0.04 and 300 with up to two decimal places. The rate is selected
according to the communication medium. If some conditions are detected which may affect
P2P communication or ACO operation, messages will be pushed through the
communication channel before the next scheduled poll.
Remote ACR This field defines the LAN address of Remote ACR (second controller in the ACO scheme).
LAN Address If the communication port is set to RS-232 the ACR LAN address is not used.
Default Gateway This field defines an IP address of the node or router for access to the network. Default Gateway -
Should be left as default, unless IP of peer device uses a different IP/subnet
mask combination.
