1. INTRODUCTION
The Auto Change Over (ACO) system provides automatic switch over from one supply to another when the first
supply becomes unavailable. It can be set to automatically restore the original network configuration when the
supply on the first source is restored.

2. SYSTEM LAYOUT
The system consists of two OSM reclosers and two RC10 controllers mounted back to back with the Load
supplied from a point between the two reclosers. A Communication link is required between the two recloser
controllers.
The diagram below details two sources as well as the general configuration for the ACO scheme.

3. CONFIGURATION AND OPERATION OF ACO


ACO can be configured from the Operator Panel or the Control and Management Software (CMS). ACO can be
turned on from any supported source including Operator Panel, CMS, SCADA, Relay Inputs or Input/Outputs.
Notes:
• When ACO is ON, the Closed recloser may be opened but the Open recloser cannot be closed.
• An operator panel label is available which includes a fast key configured as “ACO On/Off”. The request
for this label must be made at time of purchase. Please refer to the OSM User Manual for more details.

3.1.1. Mode
Mode defines the method of restoration when switching from the alternative source back to the main
source. The user can select “Break Before Make” or “Make Before Break”.
• Break Before Make
Before switching to the main source, the ACR supplying the load from the alternative source will open.
The main recloser then waits for the user set “ACO Time” time before closing to restore the supply to the
load. When this mode is selected, the connected customers will experience a short outage when the
supply changes from the alternative to main source. To ensure the ACR cannot close onto an energized
load, the recloser checks the load side bushings are dead before permitting a close.
• Make Before Break
The ACR connected to Main Source will close first and then the ACR connected to the Alternative
source will open. “ACO Time” is the time between closing of one and opening of another recloser. When
this mode is selected, the connected customers will not experience an interruption during the switching
from Alternative back to Main source.
WARNING! “Make Before Break” mode must be used only when Main and Alternative sources can be interconnected.

3.1.2. ACO Time


This is the time to change over from one source to another when the Change Over scheme is initiated (from
opening of one recloser and closing another). For restoration from alternative to main sources with “Make
Before Break” selected, it is the time between closing of the alternative recloser and opening of the main
recloser.

3.1.3. Peer Comms


The Auto Change Over scheme relies on the communication between the two devices. ACO operation will be
permitted only if the communication between the reclosers is normal. If a recloser cannot get a valid response
from the corresponding controller, the status of Peer Comms will be reported as “Fail” and the ACO will be
turned Off. If the communication channel is not configured correctly and communication between the controllers
cannot be established, this will prevent ACO from being turned On.

3.1.4. ACR
The local recloser is referred to as “This ACR” and the corresponding recloser is referred to as the “Remote
ACR”. The user can set the source designation on a recloser to Equal, Main or Alternative (Alt). The status of
each recloser is displayed (Open or Closed).
There are only two possible configurations for the source designation in an ACO scheme: Both reclosers set to
Equal or One set to Main and the other to Alt. It is not possible to have one recloser set to Equal and the other
to Main or Alt.
• Equal
There is no preferred source when both reclosers are set to Equal. In this case, the supply of the load
will always stay with the healthy source. When Equal is selected on a recloser, the Equal source
designation will be “pushed” onto another recloser when ACO is turned On.
▪ Main
Either recloser can be set as the “Main ACR” and it indicates the preferred source. The corresponding
recloser is set as the alternative ACR. In this configuration, the loss of supply on the main feeder will
result in switching to the alternative source. On restoration of the supply on the main feeder, the system
will change from the alternative source back to the main source. When Main is set on a recloser, the Alt
source designation will be “pushed” onto the other recloser when ACO is turned On.
▪ Alt
It indicates the alternative ACR. If one of the reclosers is set to Alt then the other must be set as the
Main. When selected, the Main source designation will be “pushed” onto the other recloser when ACO
is turned On.

3.1.5. ACO Health


The ACO system is healthy when the following is true for each recloser:
▪ UV3 is set to lockout or reclose in the reclose map.
▪ Protection is On.
▪ Live Line, Hot Line Tag, ABR, LLB and Sectionaliser are Off.
▪ The VRC source is set to ABC or RST but not Ring.
▪ Recloser is in a healthy state (no malfunctions or operational warnings).
▪ Communications link between the two reclosers is OK.

Notes:
• For single triple switchgear, the ACR is healthy if the single triple mode is set to 3 Phase Trip/3 Phase Lockout.
• Please refer to Section 5.1 for a complete list of Unhealthy messages.

3.1.6. Source Health


The Source Health is determined by any of the Voltage or Frequency Protection Elements which are enabled
(set to Lockout or Reclose):
▪ Under Voltage Protection Elements (UV1, UV2, UV3, UV4 Sag)
▪ Overvoltage Protection Elements (OV1, OV2, OV3, OV4)
▪ Under Frequency Protection Element (UF)
▪ Over frequency Protection Element (OF).

If the source supply parameters are within the specified range of the selected elements, the Source Health will
be reported as OK. When the source supply parameters move outside the specified range for the selected
elements, the Source Health will be reported as FAIL. Refer to 4 Protection Configuration for more details.
Note: Source Health will be reported as “Fail” if Protection is turned Off. Time for recognition of “Fail” state of source health at the initiation
of ACO is 100 ms. Time for recognition of “Fail” state of source health at the restoration of supply is the time of the appropriate
detection (protection) element.

3.1.7. ACO ON Conditions


ACO can be turned ON when:
▪ The ACO system is healthy
▪ One ACR is open and one ACR is closed.
▪ “AR Timer Active” message is not displayed1.
The ACO scheme will be disabled if any of the following conditions occur 2:
▪ if the ACO system is not healthy on either recloser
▪ if the ACO on either recloser is turned Off from any source
▪ if any open or close blocking signals are initiated
▪ if the controller shuts down or resets for any reason
▪ if either recloser is closed from a manual source (HMI, SCADA, CMS, IO, Logic, Manual Trip)
▪ any of the ACO settings are changed
▪ if any protection settings in the active protection group are changed
▪ if the recloser performs any OC/NPS/EF/SEF protection operation(s) and Locked Out
▪ if the load side bushings are still live when the ACO Time has expired.
Notes:
1. ACO can be enabled when the AR Reset Time has expired.
2. When ACO is turned off from either source or due to the conditions above, the recloser in the Open position will change to Lockout
and this will be displayed in the System Status screen.

3.2. CONFIGURING ACO FROM CMS


ACO can also be configured from CMS. In CMS, configuration and control of the ACO is available in online
mode as direct control via “Online Operations” → “ACO Configuration”.

From here the user can change the ACO fields as required. When “OK” is selected, a confirmation box will
appear. Upon confirming the changes, a dialog box with the message “ACO Settings Downloaded Successfully”
will be displayed.

4. PROTECTION CONFIGURATION
The Auto Change Over algorithm utilises the Protection Elements to determine if a source is Healthy or Not
Healthy and triggering the change over from one source to another.
4.1. VOLTAGE AND FREQUENCY PROTECTION ELEMENTS
The following protection elements can be used to monitor the source health:
UV1 Phase Under Voltage
This element responds to three phase positive sequence voltage falling below a user set level.
UV2 Line to Line Under Voltage
This element responds to a voltage drop across any two phases.
UV3 Loss of Supply Under Voltage
This element opens the recloser in response to a loss of three phase supply.
This element must be enabled for ACO.
UV4 Sag Voltage Sag Protection
This element responds to a voltage sag condition within a user defined window
OV1 Phase Over Voltage
This element responds to three phase positive sequence voltage rising above a user set level.
OV2 Line to Line Over Voltage
This element responds to a voltage rise across any two phases.
OV3 Neutral Displacement Overvoltage
This element responds to neutral overvoltage.
OV4 Negative Sequence Overvoltage
This element responds to negative sequence overvoltage.
UF Under Frequency
This element responds to frequency falling below a user set level.
OF Over Frequency
This element responds to frequency falling below a user set level.

To configure the parameters for any of the above elements e.g. tripping time, voltage multiplier or pickup frequency
go to “Main Menu - > Group Settings - > Group 1…4 - > Protection Settings - > VE/FE”.
Selected elements must be set to Reclose (“R”) or Lockout (“L”) in the Reclosing map for Voltage Protection
Elements (“ARVE”) and/or Frequency Protection Elements (“FE”). The ACO scheme requires at least the Under
Voltage element, UV3 to be enabled (set to Lockout or Reclose).
Protection elements must also be turned On in the Global Protection Screens (“Main Menu - > System Status ->

Notes:
▪ When ACO is enabled, the voltage and frequency protection elements can still trip the recloser but the recloser will
not go to lockout and a reclose is not permitted.
▪ Normal protection timings as configured in group settings still apply when ACO is enabled e.g. UV1 and UV3
tripping times.

4.2. VRC MODE CONFIGURATION


The VRC element monitors the presence of voltage on the bushings of the recloser and provides the input to the
ACO algorithm. VRC Mode must be set to ABC or RST to determine which side of the recloser is connected to
the source supply. RING mode cannot be used. If RING mode is enabled, then the ACO scheme cannot be
enabled.
The VRC mode can be configured from the panel: “Main Menu -> Group Settings -> Group 1…4 -> Protection
Settings: [VRC]”

4.3. SYSTEM SETTINGS CONFIGURATION


It has to be noted that the Undervoltage and Overvoltage thresholds are set as the multiplier of the System
Voltage which must be configured correctly. From the Operator Panel, the System Voltage can be configured
from “Main Menu -> System Settings -> Measurement Settings”.

5. INFORMATION AND MESSAGING


5.1. UNHEALTHY MESSAGES
“Unhealthy” appears on the ACO screen for any of the following reasons for either “THIS ACR” or “REMOTE

5.2. DYNAMIC MESSAGES


Dynamic messages displayed on the ACO screen will indicate when certain conditions have changed. See table
below.
Message Displayed Reason
Indicates that a protection pickup has been detected or AR reset timer has
AR Timer Active not expired yet. It displays only on the ACO screen of the ACR that detected
the pickup.
Indicates that pickup has been detected. It appears only on the ‘System
Protection Initiated
Status’ screen of the ACR that detected the pickup.
Indicates that ACO has started either a changeover or restore operation; it
indicates that an ACO initiated switch operation is imminent (typically this will
ACO Initiated be within ACO time, but ACO could wait indefinitely in the special case where
the supply to both ACRs is unhealthy). This message will appear on the
‘System Status’ and ACO screens of both ACRs.

6. COMMUNICATIONS CONFIGURATION AND MONITORING


The ACO scheme uses a peer to peer communication link between the two RC cubicles. Any communication
medium with reasonable communication speed can be used such as Radio Link, Fibre Optic or Ethernet. The
Relay 15 module also incorporates an inbuilt Wi-Fi and mobile network modem which can also be used. The
communication ports must be configured according to the communication medium and communication device
selected.
The RC control cubicle has a number of pre-punched holes. Appropriate size holes must be used for all cables
entering the cubicle. Any metal conduit must be fixed to the enclosure properly in order to provide the
mechanical protection to the cubicle.
Where an external antenna is used, a bulk head mounting surge arrestor must be fitted to the floor of the cubicle.
Any cabling entering the cubicle must be isolated with surge protection.
WARNING!
In cases when hard wiring is used (such as RS-232, RS-485, Ethernet) for communication between the two controllers not
connected to the same earth bond, appropriate isolation devices in the communication lines must be fitted, the length of the
cable should not exceed recommended lengths (10 m for RS-232) and the cable between the two controllers must be
screened and have mechanical protection. Recommended values for surge protection/isolation devices:
o Isolation Level (BIL) – 3 kV
o Surge Protection – 1000 W.

6.1. PROTOCOL CONFIGURATION


For communication between the two controllers, the Peer-to-Peer (P2P) communication protocol is used. P2P
protocol settings can be accessed from the HMI panel via “Main Menu -> System Settings -> Protocol Settings ->
P2PComms”. In CMS, the P2P Protocol is configured in “Offline Settings -> Protocol Settings”.

Definition of the parameters for P2P Protocol is given below.

Parameter Description

Peer to Peer This field is used to Enable or Disable the P2P protocol. P2P must be enabled in both
controllers.

Comms Port Any communication port may be used for P2P as long as the communication port on each
controller is configured for the same communication medium.

Function The current supported function for P2P is ACO.

Update Rate This is the rate of communication (in seconds) between the two controllers and it can be a
numeric value between 0.04 and 300 with up to two decimal places. The rate is selected
according to the communication medium. If some conditions are detected which may affect
P2P communication or ACO operation, messages will be pushed through the
communication channel before the next scheduled poll.

IP Version IP version used for addressing, set by the communications port.

Remote ACR This field defines the LAN address of Remote ACR (second controller in the ACO scheme).
LAN Address If the communication port is set to RS-232 the ACR LAN address is not used.

6.2. COMMUNICATIONS PORT CONFIGURATION


To configure the communication port, from the Operator Panel, go to “Main Menu -> System Settings -> Port
Settings”. In CMS, go to “Offline Settings -> COMMS”. The following pages outline the specific port
configurations.

6.2.1. USB Port Settings
