About Us
The Center for Wind and Solar Energy Resources of China Meteorological Ad-
ministration (CWERA) has carried out lots of research and provided services in the
wind and solar energy sectors to the governments and enterprises. The main duties in-
clude resource assessment, development planning, micro-siting for wind farms and
solar power stations, wind power forecasting, meteorological risk assessment and long
term trend analysis for wind and solar resources.
Over the years, CWERA has progressed with a series of important assignments.
We established the wind and solar energy resources assessment system, wind power
and PV forecasting system, and completed National Wind and Solar Energy Resource
Investigation and Evaluation Works and several international studies. CWERA took
part in the EU-China Energy and Environment program, worked on the ”China Off-
shore Wind Energy Resource Assessment and Off-shore Wind Farm Development
Feasibility Study” and “Impact of Typhoons on Off-Shore Wind Farm Operation in
China”. In addition, we are undertaking National and Industry Standards compilation.
The National Wind and Solar Energy Resource Investigation and Evaluation
achievements have been as the important part of the national wind power development
plans. Such as "Wind 13th Five Year Plan" of National Energy Administration,
"China Wind Energy Development Roadmap 2050" of National Development and Re-
form Commission Energy Research Institute, “Wind Power Grid Interconnection and
Market Absorptive Research Report”of National Development and Reform Commis-
sion.

Wind Energy Resource Monitoring
In order to investigate and assess wind energy resource in China, the effective and high density
monitoring with spatial and temporal distribution is necessary. The China Meteorological Admini-
stration (CMA) owns over 2400 meteorological observation stations nationwide. Each administra-
tion county (city) has one station at least, and most of these stations contain wind data of more than
30 years. Moreover, CMA established a professional monitoring network that built up by 400 met
masts. This acts as a solid foundation for development and utilization of the wind energy resource
scale up program of China.

Wind Energy Resource Assessment
CWERA has set up a wind energy resource assessment system (WERAS/CWERA) in recent
years. The WERAS/CWERA is a combination of the historic meteorological observation data filtering
model, meso-scale numeric model, micro-scale topographic diagnose model and wind energy resource
potential development space analysis model. This system integrates climate analysis, numeric simula-
tion and GIS technology. It assesses the climate feature of regional wind resources, horizontal resolu-
tion up to 200 to 1000 meters. WERAS/CWERA is widely used for wind resource assessments across
China, including onshore and off-shore wind, multi GW wind bases and provincial wind farm planning
projects.

Solar Resource Monitoring and Assessment
There are almost 100 radiation observation stations in CMA, The observation data have been ac-
cumulated for decades. In order to make further use of solar resource to carry out scientific assessment,
CMA will plan to develop a professional observation network by improving the existing radiate obser-
vation stations.

Micro-siting and Planning Design for Wind Farm
Applying numeric simulation technology together with wind resource assessment software, and
process with wind data obtain from met masts, and carry out micro-siting assignments. Our report is
an important consideration in exploiting wind resources of wind farms.
Meteorological Disasters Risk Assessment
When developing wind resources, meteorological disasters risk assessment is crucial to invest-
ment plan and operation safety. In China, the main meteorological disasters risk that affect wind farm
development are tropical cyclone, thunderstorm, tornado, severe sand storm, extreme low temperature
and icing. Of these disasters, tropical cyclone is the main concern that affects wind farm operation
along southeast coastal areas. A series of work has been carried out to assess the risk to wind farm
that caused typhoon.

Wind & Solar Power Forecasting
CWERA/CMA develops forecasting systems based on the meso-scale numeric models of
MM5, WRF, RAMS, and integrates with the forecasting diagnose technology and statistic methodol-
ogy. This powerful system is capable to forecast power generation for wind farms or PV stations.
