1. Introduction

1.1 Background of Organization

East Hararghe zones is the one of most popular zones of Oromiya Region with over 3.8
million people The East Hararghe zones has 20 woreda and 6 city The East Hararge is
bordered on the southwest by Bale, on the west by West Hararghe Zone, on the north
by Diredhawa and on the north and east by the Somali Region. The Harari Region is
an enclave inside this zone. The Administrative center of this zone is Harar. The
geographic nature of East Hararghe zone is characterized as 8% high land, 25% midland
and 67% low land with the altitude ranges from 500-3405 masl and the temprature
ranges from 130 c to 280c.The73% of East Hararghe zone is Agrarian whereas the
remaining 27%(4 woredas ) are pastoralist. The court office was established during the
“Dergue” regime. Before this time disagreement and criminal cases were solved
traditionally. Starting from that time it passes many obstacles to reach today’s position.
Supreme Court office of East Hararghe zone was established in 1995 E.C in Harar City
The Supreme Court office of East Hararghe zone serves the customer based on the
governmental institution in the form of a judicial system with the power to adjudicate
legal conflicts raised between various bodies and to perform the management of justice
in civil and criminal issues by a rule of law. In both civil and criminal law systems courts
as a central means for conflict resolution mechanisms and generally understood that every
individual has the right to bring their claims and issues before the court. In the same way,
the right of those accused of a case includes the right to present a defense before a court.

The system of the court that interprets and applies laws are collectively known as the
judiciary. The purpose of the court is to provide a legal decision for those plaintiffs and
defendant based on their evidence as well as for those who commit crimes. The judge
makes decisions based on the constitution of the country. The court information
management system addresses two major cases those are civil cases and criminal cases. It
has the responsibility to support, manage, giving a response to the case. During the
process, there are many difficulties with the manual processing of files or data. Not only
this but also giving Feedback for a court is difficult because of distance. Now we are
going to develop a system that can solve problems of data processing and data handling.

1.2 Statement of problem

The court information management system of East Hararghe Zone does on both criminal and civil
case types. As mentioned above these major types contain so many sub-branches.
The criminal case is initiated when a crime is committed, then an investigation is held to collect
information and evidence about what is happened to determine who committed the crime. After
that, the accused is charged with the crime and taken into custody.
Based on the evidence, then the judge determines whether he/she is guilty or not guilty. In the end,
the decision is presented. This process is done manually.
We have seen the following problems as follows

 Commenting the office may be difficult for customers in distant places.


 Customer can’t inform appointments day and time remotely or from every where.
 Customer can’t see some news on distance.

 Difficulty to store all data of the accuser and accused person documents neatly, files may be
stolen by thieves, robbers or internal attackers, and files may be fade because of long life and
files may be destroyed by natural disasters like fire flood, generally security problems.
 Inadequate and poor communication among the employer.
 Lack of reliable central case recording and management system.
 Accessing individual document is bulky and consumes time.

 The judges find it difficult to determine the date of your appointment since many case stored
in file format and difficult to search it.
 Recording examination, cross-examination, and reexamination may be difficult while
collecting evidence from witnesses.

Objectives
1.2.1 The General Objective of the Project
Our Main objectives is to develop a web-based or automated court information management
system for the East Hararghe Zone court office.

1.2.2 Specific Objective

 To identify and gather requirements on existing systems to know the limitation or


drawback of existing system.

 To analyze and specify the requirement of the system.

 To design a way to solve the problem.

 To implement the proposed system or to change the design in to real solution.

 To test the system using various testing methodology.

 To deploy the system in the working environment.

4 For Server-Side Scripting, we use: PHP

6 For Backend (Data Storage) we use MYSQL Server. Because it requires low
computer resource requirements and is easy to implement for web systems.

 Our team uses the software and hardware tools for developing the project.
A. Hardware tools
 Computer with internet connection
 Secondary storage device like flash disk (16 GB)
 Printer to print our documentation.
 Hard disk 500GB

B. Software tools
 MySQL: - to develop a database application
 Microsoft office word (2010) for documentation.
 E-draw max: - for designing UML diagrams, a user interface associated with the
project.
 Sublime text - we will use for writing the code of the system
 PHP- For server-side

 For Front end programming we use: CSS, JavaScript, HTML

 For Server-Side Scripting, we use: PHP

   HTML, JAVASCRIPT client-side coding-For user interface of the system.

6.2 Scope and Limitation

The scope of this project:

The scope of our project is to implement a web-based court information management system,

which is aimed to avoid the problems associated with the manual system which focuses on the

East Hararghe Zone court office.

Limitation of this project:

 The system does not receive appeals the Woreda and Town court because there is no
interconnected web-based system with Woreda and Town court office.

 The system does not include sector offices like jail and police.

Significance of the Project

This court information management system project has its own significance to courts, to

employees of the organization. Using this new system, it will overcome the drawbacks of the

existing system.

 Client give comment easily from remote place.

 Customer informed appointments day and time remotely.

2. This project has its own significance to the law officer as follow

 Easy to store all data of the accuser and accused person documents neatly, files may be not

stolen by thieves, robbers or internal attackers, and files does not fade because of long life and

files may not be destroyed by natural disasters like fire flood, generally no security problems.

 Adequate and fast communication with judge and other coworker.

 Accessing individual document is not bulky and no consumes time with our system.
3. This project has also its own significance to the judge officer

 The judges find appointment date and time easily for many case in short period of time.

 Recording examination, and reexamination is easy while collecting evidence from witnesses

Assumptions and Constraints

The new system will include solutions for the existing system problems by giving services
better than the older one as much as possible.

The project team has desired to design a web-based court information management system
for the East Hararghe Zone court office with the following improvements:-

• Performance:-the system will have a faster response time and use minimal space usage.

• Speed:-regarding the speed the system will generate output within a short time.

• Reliability:-the system is reliable by analyzing each business rule set by the organization
