This changes CMakeLists.txt so that SPIRV-Tools is linked with CHIP target with a private scope. This avoids the case of dependencies of CHIP also needing libSPIRV-Tools.a to be linked in (but leaves CHIP target itself still needing SPIRV-Tools).
