packaging: add pre-check.sh

Description

This PR add pre-check to cloudstack-management, cloudstack-agent and cloudstack-usage services

it checks the Java version on the server

• java11 and java17 are supported
• java17 is recommended
• other versions are not supported for now (including java21)
