Encrypted messages should use anonymous recipients, i.e. no fingerprints and key IDs should be in clear.

Related rPGP issue: rpgp/rpgp#507

We also should start sending Intended Recipient Fingerprint in signatures and make sure we don't do this for broadcast lists.
