`Input.vibrate_handheld` Android crash if `VIBRATE` permission is not enabled

Issue description

App crashes when Input.vibrate_handheld() is called without enabling VIBRATE permission in export settings. This is a regression introduced in 4.4. This is not reproducible in 4.3-stable.

Steps to reproduce

Just create Android build and call Input.vibrate_handheld() without enabling VIBRATE permission.

I can't reproduce the crash with current master, Input.vibrate_handheld seems to work without issues. Tested on Pixel 8 Pro/Android 15.

No specific message in log is shown.

@Jakub-Doucek please try adb logcat > log.txt (after the crash press Ctrl + C to abort)

@Jakub-Doucek It's a permission issue. Please make sure VIBRATE permission is enabled in export settings.
